IE web browser for newsgroups

Does MS offer the web browser newsreader as part of any software package? I have a project where a news server would be the perfect solution but the interface requirement specifies a browser. I am running W2K3 Server and IIS6.

I like the browser interface that MS uses for its own newsgroups, but it appears to only work with the MS newsgroups. I can't find any documentation on how to get the web browser newsreader implemented for the newsgroups on my server. I have tried a number of different approaches an I am convinced there is a server-side component that serves up the news posts differently than for OE. Or am I just missing something really basic here?
 
Dump the clunky web interface and use a real newsreader, like Outlook
Express and others. You'll wonder why you ever bothered reading news on the
web.

If you insist on reading newsgroups on the web, use Google Groups.

That is done via server side scripting.
 
I am not driving the project design. My users want a browser interface. The
design calls for accessing private newsgroups hosted internally, not those
on Usenet. While I would prefer to use a real newsreader (even OE is
acceptable), the project design calls for a browser interface.
