ie view and graphics

I am having trouble and really could use some help!
Whenever I go to a website many of the graphics are not
displayed. If I go to view and change the encoding setting
I can view the page but when I go on to another page the
encoding setting changes to somthing different. I again
must change the encoding setting and this happens each
time I go open to a new page. What should the encoding in
view be set at and how do I get it to stay at that setting?
 
You are possibly missing some .nls files as suggested in this article.

Try to repair I.E.
Add/Remove programs/MS/IE repair.
