IE unable to download

Thanks,

I'm pretty sure that the problem exists when I click on a download link that
sends me to a HMTL.
I went to regedit though and there is no folder for .exe. This all started
when I switched to Roadrunner.

Help!!!

Ever since switching to cable I have been unable to
download from Tucows and Pogo.com. I've tried tweaking IE
under the advanced settings and nothing.

At Tucows, the indicator bar zips by but nothing after.
At Pogo, The advertisements shows "action cancelled" I'm
getting this from a lot of sites. then it would show that
it's loading minutes go by and nothing.

I am running IE 6 SP1, Windows 98se, Nortons AV, P3 500mhz
200GB 320 ram, Roadrunner IP. Direct x 8

This has been driving me nuts for months
 
What file type?

If it is only .exe files, then read on and see if this is relevant:
You may have an invalid plugin.
Netscape-Style Plug-ins Do Not Work After Upgrading Internet Explorer

Remove the plugin with Regedit.exe
Start-Run-Regedit.exe
Navigate down to this key and remove it, after exporting it as a
normal safety precaution.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\Plugins\Extension\.exe

If that key exists, then you will see what plugin has been installed.
The key does not normally exist.

You da man!!
After clicking to your link and being educated about hosts, I checked if my
windows directory
had a "host" file and sure enough my spyware killer had inserted one. I
checked the properties of all the "action cancelled" on the sites I wanted
and found their address listed on my "host" file that I opened with notepad.
I backed-up the file and edited the original taking off the sites in
question and wala!!

I now can download from Tucows and especially Pogo. I went through months
of frustration but I knew there'd be good people like you who could figure
it out. As we say here in Hawaii "Mahalo (Thank you).
