IE Tools Restriction

I run Windows XP Pro at home. Recently, IE has locked me
out of my Tools, Internet Options. I get a message that
says, "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator."

I do not have a home network, I am the administrator on
the box and I do not have custom security policies in
effect. I have searched TechNet and the knowledgebase to
no avail for a solution. I have to think that a recent
Windows Update security patch has got me. Anyone seen
this or have an idea how to fix this? Thanks!

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:

Spybot was the problem! Thanks for the info. Scott
Custer also emailed me and told me of the
Spybot "feature". I'm back to normal now. I really
appreciate the help.
