IE Toolbar

I want to create a custom tool bar for IE which users can
download and install on their systems. I am not sure how
to begin this project. Can anyone help me find resources
on doing this.

What tools do I need, can it be done using VB.net?

The samples are written in VB6, you will need VB6 to compile them. I feel
sorry, but I don't have any links to samples written in a .NET programming
language.

The samples cannot be opened using VB.NET, basically it should be possible
to implement a toolbar with VB.NET, but I don't have any samples.
