IE tool>internet options, restricted

I installed Win2000Pro. on my home PC, everything works,
Except in IE I can not access tools>internet options!
Any ideas

What is the error you get or what happens when you try to go to Tools
Internet Options? Also can you right click on the IE icon on the desktop and
go to properties? This is the same as going to Tools/Options. I beleive you
can also access this screen by going to Control Panel/Internet Options.

Are you logged in as the local administrator? Was this a clean install from
a retail CD or from a Image of some sort?

If this is a clean install from a retail CD then perhaps you have installed
a program that is causing some sort of problem. Tey the following to rule
out 3rd party programs or services as a cause of this issue:


We want to implement the Cleanboot process using MSCONFIG to rule out 3rd
party software as the cause of this issue. MSCONFIG.exe can be copied to the
Windows 2000 C:\Winnt\System directory from XP and be used on a Windows
2000 Pro or Server client.

Go to Start\Run type in Msconfig and press OK.
Go to the Startup tab.
Click on "Disable All"
Go to the Services Tab
Click on "Hide all Microsoft Services"
Uncheck the 3rd party services that are left
Press OK twice to reboot.

Once your computer is restarted see if the issue still occurs. if it still
does go to Msconfig and select Enable All on the startup tab.
If the issue does not occur go to the Startup tab and select items 4 at a
time or so with reboots in between to narrow down the exact item causing
your problem.

The Exact Message I get is, RESTRICTIONS:"This Operation
Has Been Cancelled Due To Restrictions in effect on This
Computer. Please Contact Your System Administrator."
This message only happens when I try to go to Internet
Options with IE open and connected to my dial-up.
When I right click IE icon > properties I get the correct
screen but I can not modify my home page,this area is
grayed out and set to MSN.(ft.com/isapi/redir.dll?
prd=ie&pver=6&ar=msnhome .
I am administrator.
Installed clean with disks, after fdisk reformatt of hard
drive.
I did not enter any passwords in setup to designate any
administrator or users, I was told this way when the
machine boots it would always boot as administrator.
I will try the msconfig cleanboot as per your inst.

Disregard the MSCONFIG method for now. Based on the error and the
circumstances the issue you see has occurred because of one of the following
causes:

A policy is in effect, User account corruption, or Malware / Spyware of some
devious sort.

Go through the following in order until the issue is resolved:

1. Policy: To re-enable the tabs, start Group Policy (Start, Run,
gpedit.msc). Navigate to
User Configuration\Administrative Templates\Windows Components\Internet
Explorer\Internet Control Panel and set all the policies under here to Not
Configured.

If you cannot access the Group Policy Editor (for example, you are in
Windows XP
Home) you can fix this in the registry. Open the registry editor (start,
run,
regedit) and navigate to
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Control Panel, back it up, and delete all the values in the
right-hand pane.

Explorer\Restrictions
Click Start>Settings>Control Panel.
Look for and then double click Internet Options.
Inside the General Tab, at the text box beside the Address below "Home
Page," type
the URL you want your IE to open with.
Manually delete any of the following dropped files in the Windows Favorites
folder:

Sexworld - Best Links.URL
Gratis Download.URL

It is recommended that you run Tren Micro's Anti-Virus software to remove
files
that caused this registry change.

3. User Account Corruption: Create new user and add the user to local
admins group. Log in as this user. Use this profile if you do not have
problems here.
