IE Ties up system

My friends computer when ever it starts the IE on it will start opening
several times. At no time does it actually appear on the desktop. But if
you look in the Task Manager there are several instances of it there. You
try pressing the END PROCESS button and it pops up again. Making it
impossible to do anything else. Here is what I have done so far in safe mode
which isn't much better. I have uninstalled the Spyware Programs. Also I
have run antispy ware software to clear up the files. Went to MSCONFIG and
did a selective start up so it wouldn't start up when the computer did. All
to no avail. Any solutions?

First eliminate any scumware.
CAUTION!!!!! Before you try to remove spyware using any of these programs ,
download a copy of LSPFIX from any of the following sites:

(if your OS is Win2k or XP) The process of removing certain malware may kill
your internet connection. If this should occur, this program, LSPFIX, will
enable you to regain your connection.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
