ie suddenly will not allow downloading

when I try to download a pdf or anything other than
windows update the browser states:
IE cannot download. any file type
IE was not able to open this internet site.
The requested site is either unavailable or cannot be
found. Please try again later.
This problem just statred happening. proxy server is not
checked and security settings are set to low. Thoughts?
 
Susan,
You may need to clear your TIF as you may have a corrupt file there.

Close all instances of OE and IE
Control Panel | Internet Options | General tab
Click the "Delete Files" button, when prompted place a check in:
"Delete all offline content", click OK
Click the "Clear History" button, click OK.
Click the Settings button, adjust the TIF size to 50 mb, click OK

your instructions worked like a charm! I think the problem
was hiding in the offline content which took several
minutes to fully execute.
