IE - strange error messages

Over the last few days, whenever I try brining up IE I get
a screen that says:

The page cannot be displayed
There are too many people accessing the Web site at this
time.

Click the Refresh button, or try again later.
Open the www.microsoft.com home page, and then look for
links to the information you want.
HTTP 403.15 - Forbidden: Client Access Licenses exceeded
Internet Information Services

Background:
The server you are attempting to access has exceeded its
Client Access License limit.

I have never seen such a screen before. Since I was able
to access my e-mail through Outlook I knew my connection
was OK. I don't know for sure that it was hijacked but
after running Ad-aware and SpyBot I saw many things were
quarantined but IE still won't run properly. I was able to
ftp Mozilla and get back browser capability. Any
suggestions on IE? Can IE be removed and/or reinstalled by
itself?
