IE starts chugging al of a sudden

Hello, this has been happening fairly often recently. I would scroll around
on pretty much any webpage, then i'd click a link and IE would just stop
working. It'd freeze, but my computer didn't exactly freeze. No commands
would work, but my mouse would still move around. I would have to wait until
IE stops thinking until my computer goes back to normal.
I've run Norton, Adaware, Spyware doctor, Online Trojan Scan, Spybot and a
few others, but came up with nothing. I've been using Google toolbar for
months now without a problem. This just started recently.
I haven't installed any questionable software either.

I'm running Windows XP on an Athlon 64 3700, 1 gig of ram.

When I read the Subject line of your post I, thought you meant that IE was
hoisting a few beers. I get it now.

What type of connection do you have to the internet, and how much space is
allocated for Temporary Internet Files?
 
Arrgh. One of the poorer typos I've had in a while.
I'm actually not sure what my connection is. I'm connected through UC
Irvine's dorm connection, which is definitely broadband, but i'm not sure
what the exact speed is, because they do throttle certain functions such as
downloading and such.

5705 MB allowed for Temp Internet Files.

Oh yeah, I noticed that clicking IE on the shortcut bar causes this problem
nearly 100% of the time as well. I click the IE icon, and instead of it
opening instantly like usual, my computer slows to a crawl and I have to wait
around 30 seconds until I can do much of anything again.

1. You are connected through the University's network, which means you have
a broadband-like connection. Try increasing TIF to 10 MB. If the problem
recurs the easy fix is to manually clear TIF and reload the page. When TIF
gets filled IE sometimes gets...constipated.

2. Check for viruses and spyware.

If Temporry Internet Files is really 5705 MB, lower it to 50 MB.
