IE starts at NORMAL priority then drops to LOW

Win 2k SP4 (all service packs applied). IE6 SP1
AMD XP 1800, 512mb, 80GB

Recently my Internet access (DSL) started running slowly.
I discovered that explorer.exe, iexplore.exe and msdev.exe ...
.... were running at priority LOW reported by task manager.

I noticed that IE starts at NORMAL then drops to LOW.

Please can anyone tell me why this is happening ...
.... and how I can adjust the system to have them run NORMAL.

Press Win-Break and use the Performance tab?

BTW I don't think that this question is on-topic in either of the
newsgroups you are posting in. Try win2000.general instead.

My Systems Properties doesn't have a performance tab ...
If I select Advanced tab then Performance Options btn ...
I see performance is optimised for Applications rather than Background Tasks
Changing this option does not affect IEXPLORE.EXE dropping to LOW priority.

Yes ... I tried WIN2000.General and WIN2000.Setup
groups a couple of days ago but had no feedback there.
