IE - squatter - Popup Window Blocker on tray

All of the sudden !!!
-When I start IE, an icon appears in my tray.
-When I hold the mouse over it, it reads "Popup Window Blocker".
-There is no Right-Click functionality. I can't close it. I can't
get Properties. I want it gone but can't get rid of it!
-When I close IE, it goes away (from the tray).
-The icon looks like a book laid open. On the left page is a green
plus sign. On the right page is another green plus sign.

I don't know where this rotten icon came from. I don't want it. I
don't know how to get rid of it. It is blocking WANTED popups.

Have you tried Add/Remove Programs in the Control Panel?

Look for xTyHTMLDecrypter plugin in your context menu.

To get to it, r-click on an Internet Explorer (not FF) link and see if you see a context menu option for xTyHTMLDecrypter.

If so there will be an option to enable/disable the PopUp Blocker.
