IE Spaces/Escaping problem in urls?

Has anyone else noticed a change in the way Internet Explorer handles spaces
in URLs today?

Previously, IE would convert spaces to %20, however today this doesn't seem
to be happening.

I cannot verify that.
Every site I see today with spaces in URLS still shows them as %20.
If I take the space out in the Address Bar, IE puts the %20 back when
I hit Enter.

This is the only issue re this matter that I know of:

You may receive an error message when you click a hyperlink that references
a file on your local computer or on your local network in Internet Explorer
