Is there some place in group policy where I can set the
amount of disk space to use for the Temporary Internet
Files Folder in IE?

There is, but it's sort of hidden by default.
You need to browse to User Configuration/Windows Settings/Internet Explorer
Settings. If you right-click Internet Explorer Settings in the left pane,
then select Preference Mode from the popup menu you will see an additional
branch appear in the right pane called 'Advanced'.
Browse to Advanced/Corporate Settings and you will find the settings you
require.
