IE Settings for downloads

I have my GP set to disable downloads from IE for the
general internet users. It works great. I have another
that allows members of a certain group download rights. It
doesn't work. When I view the policy, everything appears
to be OK. I have had to open the Security tab for those
users and let them set download rights themselves.
Obviously not the best way of doing it. I set the
downloads under Windows Settings/IE Maint/Security
Zones/Internet: Custom. Is this the wrong place to set it?

Are you applying the download policy to a security group, or directly to the
members of this group of people? Also I think if you have both policies
applying, make sure you order them correctly so it takes effectivity from
the last policy applied... LSDOu

I am applying this to a group in Users and Computers called
download rights. The policy is set with a higher priority
than the policy that blocks downloads.
 
If I'm understanding you, you have an OU in ADU&C that contains a group
called "download rights", and you have the group policy applied to that OU,
containing only that security group? If that's the case, then it won't
work... you need to have the user account objects directly in the OU that
has the policy.
