IE refresh doesnt work!

Dear all,
I got a strange problem. One of my clients desktop computer has
Windows XP home edition and IE 6 with latest SP installed. Problem is
as follows.

OBSERVATIONS:

1. When I try to refresh(F5) a given loaded web page, the counter of
the web page is not incremented, but when i try to do same by using
same network connection in my laptop, the counter is incremented.
When I try to reload (CTRL-F5) for the same page on the desktop,
it does increment the counter!

2. When I try to refresh another web page (another web site), its
counter is incremented every time I try to refresh (F5) the page by
both of the desktop computer and laptop.

3. I tried different combinations like, deleting temporary internet
files, and deleting history files from INTERNET OPTIONS menu. But
still same result.

CONCLUSION:

a. Since the same web page when viewed from laptop using same
network cable, or from other desktop with other network cable does
increment the counter for every Refresh (F5), I do not think it is the
problem of server, or counter script.
b. Since the same desktop which is giving the problem works as
expected when viewing another webpage, I cannot even say that network
setting or IE setting of the desktop has problem.
c. Hence I am completely confused!!!

Can anyone suggest how can I make the computer to increment the
counter when just refreshing (F5) the page just like the laptop or
other computers does.
Or any other thing to check, do to solve the problem. Sorry that I am
not good in networking or other system administration tasks.
Any help will be greatly appreciated.

p.s. (Well now you might be thinking that incrementing the site
counter for every refresh is wrong thing to do... I too thought the
same. but the site is made that way-I can't change it!!!)

This is a long shot, but is either connection going through a proxy server?
This may account for the stale pages.
