IE produces .htm attachment, want .txt attachment

We use an invoicing system that produces text invoices in
Internet Explorer. For example, the address line reads:
http://192.168.0.1/ads/webwork/T7PRINT.txt?123241
In the Win ME and Win 2000 environments when we did a send
page from IE (Tools->Mail and News->Send Page...) the
attachment file produced in the Outlook message was a .txt
file. But my XP SP2 machine produces an .htm file. We need
it to attach a .txt file. The Win 2000 IE version is
6.0.2800.1106 and the Win XP SP2 IE version is
6.0.2900.2180. If it matters, I have Outlook
Mail Format set to plain text.

See if the Security option

Open files based on content, not file extension

makes any difference?
