IE problems

I cannot load IE. When I click on the icon, it starts to
load and then stops and says that it has encountered a
problem and asks to send an error report or just goes
away. I've tried to redownload it from the web, but it
will not let me install it again. I am at my wits end. I
need IE for several programs I use. Can anyone help me.
PLEASE.....
