IE periodic behaviour

I find more and more websites require me to left click somewhere in a 'vacant'
area of the page in order to be able to use my space bar to page-down. To
simply make a random click inevitably brings up some obscure advertising blurb.

I guess the question is; can website designers make this happen on purpose?

Yes, but I think it's more often just bad design. It's counter-productive
as well, because people tend not to come back to sites that are difficult
to navigate.
