IE or Firefox Do Not Launch

I recently powered down my pc and on rebooting found that I was unable to
launch iexplore or firefox. However, both processes were shown as running
within task mgr even though they were not listed under the apps tab?

My anti-virus is up to date, and a firewall built into my DSL router.

Tried rebooting several times, and noticed it was the exactly the same when
logging onto my pc under a different username.

Any help would be very much appreciated.
