IE/OE etc won't open in Normal mode

Hi, Hope someone can help. I am running a Dell desktop on Windows XP Home SP3. Recently I cannot open Internet Explorer 7 or Outlook Express or Control Panel in normal mode. Also no spyware removal applications or HijackThis will run in Normal mode. They will run in Safe mode. DVD player will not detect Windows XP disc for repair - I presume this is related. I've tried going back to other restore points etc but with no luck.
It is getting to the stage where I am thinking of installing a new hard drive to sort.
Can anyone help with a view as to what this could be - I assume it is some virus or spyware or similar?
 
Use the regsvr32 and sfc /scannow commands we will see how we can quickly repair our systems when disaster strikes.
let me know more details....
