IE & OE corrupted

Hello,
I really appreciate it if anyone can offer any help here.
i have win xp and SP2 setup on my pc.
I have paid netzero internet connection. The problems start when ie starts
up as soon as i connect to the internet. it freezes my pc . if i uninstall ie
the connection works fine. i need ie for windows update so i have to fix it.
Also if you can help me learn how to uninstall ie completely then download it
and reinstall all over as a new program, i tried it and it did't work i keep
getting that the software(ie) is installed on my pc.
the second problem i have is with outlook express, it will not let me attach
a file to the emails. i keep getting errors. Note that i can send attachment
when i use my wemail.
Somehow i feel that both problems are connected.
please help !

You could go to Kellys-Korner Registry Edits at
http://www.kellys-korner-xp.com/xp_tweaks.htm

If you scroll down to line 114 (right column) and run ieinstall.reg this
will change the registry setting

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed
Components\{89820200-ECBD-11cf-8B85-00AA005B4383}]
"IsInstalled"=dword: 00000000

Although I have not verified this, others have used this to get past the
message that "IE is already installed".

Still, others have used the Add/Remove Programs applet in the Control Panel
and selected Add/Remove Windows Components.

Uncheck IE and click NEXT to uninstall.

Exit the applet, then launch it again and reverse the process. I.E., this
time check IE before clicking NEXT.

I cannot verify this will work with XP SP2 installed, but I have seen this
method suggested in my many Google searches. So your mileage may vary.

Perhaps what you should do FIRST is insert your Windows XP CD and run System
File Checker.

Go to Start > Run

In the OPEN window (edit box) type
sfc /scannow
click OK

Thank you very much, for you help.
I went on that website and ran a ieinstall reg. After I restart computer it
gave me message , that IE and MO has been deleted from this computer and
asked if I want to keep any settings or registry( don't remember exactly)
from them, so I checked on NO.
Now, I know that I have to download Internet Explorer again, but Microsoft
site gives me only IE SP1. Is it OK?

Hi,
Every time I send any attachment it give me error message A time-out
occurred while communicating with the server. Subject '', Account: 'Home',
Server: 'smtp.netzero.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Error
Number: 0x800CCC19.
Even though I can send attacments from my webmail

Yes. Then run Windows Update so you make sure to install the latest patches.
 
I just tried to Download IE SP1, but it gave me message , that later version
is installed in my comp. Setup cannot continue

Then I would try the alternative method I posted previously.

I am not surprised Nad, as IE is notoriously difficult to reinstall.

So once you feel you have eliminated all of your spyware and viruses (in
Safe Mode with System Restore disabled) then I would run System File
Checker.

Before you continue you might also run Windows AntiSpyware Beta 1.

If no joy, I would consider using the Repair Console on your Windows XP CD.

Unfortunately you will then have to reinstall SP2 and run Windows Update to
get XP back to a safe state.
