ie not working on clean install xp mce

I have been trying to do a clean install of xp media center 2005 (has sp2
included)on a brand new pc (ntfs formatted drive). It goes smoothly but when
I try to use IE 6.0 it says web pages found and then "DONE" but after a while
it give the DNS error message/page. My othe PC works fine (XP Home edition).
My email (OUTLOOK) does not work either. I turned off Pop up blockers, low
internet security setting, reset TCP/IP to match other pc. Reconfigured DLINK
broadband router/hub. I reinstalled it 3-4 times and sdame result. I did not
install anything but the OS. My guess is SP2 or some default setting. I have
2.8MHZ Intel Celeron CPU, 512 DDR mem, 80 gid HD, Internal Ethernet card. and
cable broadban access. (always on network setting, no user/pwd needed).

Try these steps first, then work through the many possibilities at
http://inetexplorer.mvps.org/answers.htm#dns if necessary.

Open a Cmd window (or from Start> Run) enter
ipconfig /flushdns
Then restart.

Log on as an administrator.
From Start> Run, type cmd, and then click OK.
At the command prompt, type the following, and then press ENTER:
netsh Winsock reset

If "netsh Winsock reset" didn't work, try this winsock repair tool:
WinsockXP Fix- WinXP http://www.spychecker.com/program/winsockxpfix.html
