IE not opening

I recently installed DSL from sprint and had some problems
with it.MS tech helped get it going for me. Since then IE
will not open. I get a message ISTVC has caused an error in
ISTSVC.EXE. isttvc will now close.try restarting computer.
I am running Windows ME which I recently installed to try
to fix the problem...
