IE not accessing internet when dialed up

I have a client who is using a dial up account to access
the internet. He can see he is connected and can ping
across the internet. However, he cannot access any web
pages from internet explorer.

He has a free agmitum outpost firewall installed but I
have already disabled this. He is also using Norton Anti-
virus 2003 which I cannot seem to find anywhere which
would disable the web access (although I cannot see the
product as I am troubleshooting over the phone).

Any hints? I have checked the internet options and
everything appears to be fine.
 
Have you checked ActiveX's? Get rid of the unknown and
damaged ones. Run free adware and spyware programs to see
if the client has viruses and other junk which Norton may
not pick up. Try ad-aware 6, spydoctor 2, adwarespy 2,
and others. Not all of these programs will pick up
certain bugs but they will pick up most of them which may
help out IE. If you haven't ran disk clean manager and
disk defrag, try that, it may help. Is Norton updated?
Even though the firewall is a freebee, half of its
components may still be running. End processes on task
manager that don't need to be running at the time of
troubleshooting. Any programs that he has installed
himself that don't coincide with the system, disable them
for the time being.

What can he do with IE? Open About:Blank? Open something local?
Launch an attachment from an E-mail?

Can the link be used for anything besides pinging? E.g. E-mail
Remote Assistance? <eg>

Pinging isn't very interesting as a connectivity test for IE.
A better test is to use telnet to test whether port 80 at the remote site
is being serviced. If that works you can also use it to simulate
as closely as necessary what IE sends in order to see what a remote
site is responding with.

FWIW (from previous experience with a Zone Alarm user) disabling
or even incompletely removing a problem firewall may not be enough.
The residual effects of it could still be the cause of this symptom.
