IE logo (top right corner of IE) does not rotate when a page is downloaded

Does anybody know what EXACTLY makes the IE logo rotate
when a page is downloaded.
As far as I knew it is supposed to rotate as long as the
page loading from the server is finished.

In my case I have two frames.
From the left frame I have a link to a jsp that loads in
the right frame and digs something from a database (takes
some seconds to load).
When I click the link, the IE logo rotates and then stops,
long before the page on the right is loaded.
If I choose "Open in new window" for the same link, the
logo rotates all the time as it should.
Unfortunately this is important for my application.
