IE locks up when scrolling a webpage

I helping someone, when they're on the internet, his
scrollbar moves extremely slow and it freezes and when
browsing a webpage.

The person has Win 98 IE6 and connected to the internet
with Comcast cable.

Any advised with greatly be appreciated.
