IE LAN settings lockout

Is there anyway to password protect or remove this feature
in the registry so a user cant' change it?

Are you asking how to prevent the user from accessing the registry value RestrictProxy and changing it? If so, by default
memebers of the Users group should only have Read access to the Policy registy key and all branches under it. Unless
your users have higher rights, Power-User or Administrator, they should not be able to edit this value in the registry.

If this is not what you are asking about then please be more specific.
