ie is not loading any pictures ex .jpg or gif

i have checked the load pictures in the options, checked
config with a friend and that are exactly the same but my
ie just tries to load pictures never finishing.

made a htm file to test
<img frc="clear day bkgrd.jpg">
picture dident show just a picture icon i the upper left
corner.

picture can be opened in ordinary explorer.
