IE hompage locked

Hi,
I downloaded MSN messanger and now my IE hompage is locked
to this http://runonce.msn.com/en/runonce.asp I go into
settings and everything but it will not allow me to
remove. It says adminstrator has blocked access. It is my
own personal pc so who the heck is the adminstor. This all
happened when I downloaded MSN im.

Does anyone have a clue how this happened and how it can
be resolved. I have tried to change thru IE and by going
to settings and going into Internet options so I am at a
loss. I even tried to remove and reinstall IE. But that
did not work either.
