IE has NO tool bar or File menus

IE works fine but there are no file menus or tool bars
displayed at top of browser window, it is like it is stuck
in full screen mode, I tried uninstalling and reinstalling
IE 6, didn't help.. could it be the operating system, I am
using win 2000 pro
