IE Error Message

I'm working with IE and when I try to go into my favorites through the
browser I get an error message ERROR 403-Blocked by Browser Filter.

Do you have something like NetNanny on your PC? Is this your PC or a work
PC?

Then, according to the error and Google's findings your admin has installed
some sort of monitoring/protection software on the network or on the
specific computer. You'd have to consult with them to find out how to bypass
the filter or even if you're allowed to.
