IE Doesn't download exe's or ZIP's.

When I click to download a zip files or an exe Internet
explorer does nothing. I can download all other file types
but these two just do nothing. If I want to download one
of these files I have to use Mozilla. I have tried
patching IE up but it makes no difference.

Can anyone help?
