IE does not refresh on its own

My internet expolorer will not refresh anymore on its own.
I have to hit the refresh icon each time. I have to do
this also with daily newspaper sites also to get the
current page. I have talked to my ISP provider and they
determined the problem was with my Internet Explorer
because my Netscape 7.1 work's just fine.

Tools | Internet Options
Click Settings in the Temporary Internet files section.
I have mine set for Every visit to the page.

What about this one?
"Tools, Internet Options/Security/Custom Levels" "Allow META Refresh" must
be Enabled
