I just noticed that IE take a really long time to detect
proxy settings. It will open a web page after about 15
seconds using high speed access and as long as I go from
page to page after initially loading a page everythings
seems to be fine. When I am using dial up now I can only
load a page abot 10% of the time..................help?

All virus protection is in place and up to date.

Go to IE tools, internet options, connections. Go to the settings for your
connection and turn OFF the option to automatically detect settings.
