IE command line parameter

I would like to create a shortcut that calls a file to open. The user
does not want to change their default home page, and a favorite is,
according to them, 'too cumbersome'. And yes the user is upper
management.

Is there a command line for IE that calls a page i.e.

iexplore.exe file:c:\test\abc.htm
 
Is it a particular page he or she wants to be able to access by just
clicking on the shortcut icon? If so, go to the page, then drag the icon in
the address bar to the desktop to create a shortcut. All the user has to do
then to access the page is click on the desktop shortcut.

The problem comes from the fact that he wants to keep Netscape as the
default browser. If you create a standard shortcut to the file, it
opens Netscape. The code will not work in Netscape, only IE. And
this guy doesn't want this page as his default home page or a
shortcut. There a days I really hate upper management.....
