IE can't pull up several web sites; FQDN is pointed to localhost I

This is a different machine from my previous post, but this problem has
stumped me for some time. A client I contract to has a PC that can't pull up
several web sites. When "ipconfig /displaydns" is typed, the following is
seen. This is only a partial list - the actual list is very long, and it
exists immediately after a reboot before the PC even goes to the Internet.
There are not entries other than the localhost in the hosts file, and I don't
find anything in the registry. This PC is also running SAV and Windows
Defender, both fully up to date. Does anyone have an idea what the problem
might be? Thank you.

Hi Allyn,
for the pulling of websites, I think the best option is to delete the
index.dat and copy it from another healthy machine or just delete it and see
if the system will recreate it again.
Run the command sfc /scannow to repair any corrupt/damaged system
files/folders on this machine.
Also uninstall windows Defender then reinstall it and set the configuration
to work for your client needs and ability.
I'm not sure what you mean with SAV is it avast!, and did this machine run
scan online before with any of these URLs.
