IE Cannot Find Server

I have no clue how to fix this

I have tried to
1. run sfc /scannow
2. I followed the instructions to Reinstall or Repair IE and Outlook Express and when I try to reinstall IE I get an error message that it did not pass Windows XP software test
3. I even tried to use a restore point and for some reason my system isn't allowing me to restore to a previous date

I spoke with Sony, the manufacturer of my computer, they told me that they do not know how to fix my computer and the only way is to use the system recovery disks and I really don't want to do that. I am using Netscape Navigator right now to view web pages. If anyone can give me some advice I would great appreciate it.

That type error is usually Winsock related ......
