IE cannont download ___ from _______

whenever i try to download anything i get i message box
saying " internet explorer cannot download ________ from
__________. internet explorere was not able to open this
internet site. the site is either unavailable or cannot
be found." this is on anything and everything, even
updates from the microsoft webpage. ive uninstalled and
reinstalled. any ideas short of refarmatting my hard
drive?
