IE blank and Add/Remove Programs blank

My Son's computer mysteriously seems to be missing some
registry entries or something, to cause Add/Remove
Programs to be blank, and IE to come up with only the
background color, on every web page you visit.

Error when opening Add/Remove Programs is:
An Unexpected error occurred.
Invalid Argument res://sp3res.dll/default.hta
Line: 83

Anyone have any ideas? Thanks info,

Virus? Run a scan or check with one of the on-line scans.
