IE Baby windows

When I click on a link that opens a new (baby) window, the
window is very small (only shows the toolbar). I have to
maximize it or resize it. Didn't use to do this. If I
resize it and close it, the change doesn't hold. How can
I go back to getting baby windows to pop up at the size I
want them to?

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
