IE and Winsock

In Win98 and WinME a corrupt Winsock key prevents routing
on the internet and the fix is well documented.
My questions are:
Does the same thing occur in WinXP? I've been told that
because XP uses RAS, the Winsock key isn't an issue but
I'm not sure I believe that.
If a corrupt XP Winsock key is the problem, is there a fix
short of doing a system restore?

Problem is the infamous "page can't be displayed" message
using site names or IP addresses. Trying to ftp any site
gives a socket error. Pings and traceroutes sometimes work
depending on how corrupt the networking components are.
Fix for Win98 is article Q246727 but that doesn't work in
XP.
