IE Address bar dropdown slow to respond

Here's a riddle for you. Win2000 system. clicking on the
drop down arrow in IE and it takes 22 seconds (I counted)
for it to drop the first time. After that it takes 1
second. It does the same thing when you go to look for a
drop down file in say Word. After the first 22 second
wait it responds normally. We have hacked the registry to
show the menu setting to "0". It was 400. That's what
mine is set at and I have no delay. Come across that
before? THANX!
 
The 400 is 400 ms, which is 0.4 seconds. It seems Explorer/Internet Explorer is taking the 22 seconds to find the History, load it
for first use, process it etc. Might want to go to Add/Remove, see if IE is there, selecet it like you would to uninstall but
select Repair. Then after, you might want to check the drive for errors and defrag.
 
It's (IE) listed in Add/Remove but I don't see any option
for "Repair", only Remove. Where is that?? Drive has been
checked and defragged.
