IE active in Processes when no browser window open

For some reason when I go to task manager and look under
processes I notice that it shows IExplorer running even
though I never launched the the browser. When I do go
launch the browser I can't get a web page to load unless
I end the IExplorer processes first. Don't know why this
is occuring, looking for help.

Internet Explorer Hangs When Accessing Files

SYMPTOMS
When you close Internet Explorer, it may remain in memory as a process. If
you then start Internet Explorer, and then try to access files that you
accessed earlier by using Internet Explorer, the new instance of Internet
Explorer stops responding (hangs).
