IE 7 - WinXP SP2 - IE opens internet options instead of IE

When clicking on any IE icon, or IE in the start menu or the shortcuts on the
start bar, IE does not open.

The Internet Options window opens instead.

Start -> run -> iexplore.exe does work and IE opens normally.
But all of the shortcuts and icons open internet options instead.

Right-click a non-working shortcut and click Properties. What does it
show for the target?

On my computer, IE shortcuts show a target of "C:\Program
Files\Internet Explorer\iexplore.exe".
