IE 7 Will not let Administrator Change Security Settings

I recently installed IE7 and use the browser Maxthon. Maxthon uses the IE
engine to function.
I want to change some security settings in IE7 (Tools/Internet
options/Security tab)
When I try to do this IE7 tells me that some of these settings can only be
changed by an administrator. I am the administrator (Along with my sons
profile) on this home non-networked computer.
Can anyone help me with this.

Are you using "drop my rights"
(http://www.securityfocus.com/infocus/1848) to launch IE7?

That would cause the problem, I think.
 
No I don't use any programs like "DropMyRights"
I rechecked my profile and nothing has changed, I'm still an administrator.
 
Have you run a full scan with Windows Defender and Spybot S & D? Some
spyware will prevent you from changing IE 7 settings; however, usually you
don't see the administrator privileges message. If your scans are clean,
then perhaps temporarily remove Maxthon and see what happens. Also, if you
are still on the Windows Defender beta 2 version, you might want to install
the latest production version of WD.
