IE 7 Problem

I have WIndows XP Pro and i have multiple users set up to use 1 computer.
My problem is when I download IE 7 it works fine for me, an admin account and
two other limited account but the third account and newly added limited
account will not open the Internet Explorer. What it does is when you double
click the IE icon it brings the screen up but it then disappears just as soon
as it comes up. The only thing that comes up is the frame nothing else. But
when I add another admin account the IE will open fine for that account. So
what I have done is uninstalled IE 7. Can someone please help because I liked
using IE 7.
