IE-7 Help Pls

Please point me to the right group where IE-7 problems are discussed.

OS = XP-Hm MCE

Problem: IE-7 came along with XP. Clicking on a desktop-located web link
causes IE-7 to barely open - sides of frame image only are displayed.
(Frame can be moved around - inside (view of desktop image) "floats" with
the movement. )

Reinstalled IE-7 (did NOT uninstall prev issue). SAME problem.

Suggestions? Or site to go to?
