ie 7 does NOT display tabs or tab bar or navigation bar or even amenu bar

after installing ie 7 i do not see a tab bar (as promised), a navigation
bar, or even a menu bar. how do i fix this ? can it be a configuration
in group or users policies ?

Note to all others. The Follow-Up to has been set to a different newsgroup
that does not exist of the Microsoft servers. Don't reply to him unless you
know how to change that.
