IE 7 Admin Priviledges

I am running VISTA Ultimate.
There is only one user on this computer - me - the adminstrator.
When I try to acess "Internt Options" from the Tools drop down menue I am
denied access - I seem to have no priviledges as adminstrator!

How can I correct / fix this annoying problem?
